Chelsea returns to top of English Premier League with 3-0 win against Stoke

After the days of hang-dog soul-searching from Chelsea here was a performance that ranks among their best this campaign as they disdainfully dismissed Stoke. It was no contest. A mis-match.

With it Chelsea returned to the top of the league but such has been the resignation around the place recently that this important detail almost felt like a footnote. It could be significant still – who knows? – even if there was no sense of celebration.

Chelsea's decision not to buy a striker in the last transfer window has complicated their quest for trophies but here one of the players who they did buy in January, 21-year-old winger Mohamed Salah, marked his first Premier League start with a performance that helped to send José Mourinho's team back to the top of the table.

The Egyptian scored in the first half before being fouled in the second to give Frank Lampard the chance to convert a penalty. Lampard missed the spot-kick but netted the rebound. Willian then added a third goal with a sumptuous shot from the edge of the area. Chelsea now have a one-point lead in the Premier League, having played a match more than second-placed Liverpool.

State Dept. misplaced $6B under Hillary Clinton's tenure

The State Department misplaced and lost some $6 billion due to the improper filing of contracts during the past six years, mainly during the tenure of former Secretary of State Hilary Clinton, according to a newly released Inspector General report.

The $6 billion in unaccounted funds poses a “significant financial risk and demonstrates a lack of internal control over the Department’s contract actions,” according to the report.

The alert, originally sent on March 20 and just released this week, warns that the missing contracting funds “could expose the department to substantial financial losses.”

The report centered on State Department contracts worth “more than $6 billion in which contract files were incomplete or could not be located at all,” according to the alert.
